WELCOME TO ADMINISTRATIVE LAW FOR PUBLIC ADMINISTRATION
2LAD201 is a 1st semester module designed for second year Bachelor of Public
Administration students. It fills a need for Bachelor of administration student to acquire a basic knowledge of the principles of administrative law in the public administrative domain (local, provincial, and national sphere of government).
The lecturer strongly advises students to read the work regularly in preparation and after class and to participate in class discussions as the terminology may be new to them. Students are welcome at any time to see the lecturer at designated consultation times to discuss any problems connected with the module.
The purpose of the module is for students to gain knowledge, skills, attitudes, and competence to analyse material in relation to just administrative action. In addition, the module will also enable students to formulate legal arguments and apply their knowledge to day-to-day practical problems in public administration.
The following topics will be covered in this course:
• Description of Administrative law in South Africa (An overview of the general
features of administrative law; General concepts and technical terms in
administrative law)
• Administrative law Relationships
• Sources of Administrative law
• Definition of an Administrative Action (Section 1 of Promotion of Administrative
Justice Act 3 of 2000)
• Just Administrative law (lawfulness, reasonableness, and procedural fairness)
• Judicial Control of Administrative Action and Remedies in Judicial Review
Proceedings.
