The module aims to provide the student with a basic understanding of the importance of local government, as specified within the Constitution of the Republic of South Africa, Act 108 of 1996. Local government’s role, activities as well as cooperation with other local authorities are addressed. Local government is the level of government created to bring government to the local populace and to give citizens a sense of participation in the political processes that influence their lives (Reddy, 1999). This module is a study of municipalities and how they function is a complex process covering a wide range of issues that are also going to be covered.
