Welcome to the Issues in Public Service Delivery (2PAD302/CPAD 302). May you find this semester stimulating and may your horizons be broadened. Success will only be achieved through motivation, dedication and sacrifice. You are encouraged and expected to apply yourself thoroughly to your studies. It will be in your interest to read all lecture notes posted on Moodle and listen to videos as well.   

The purpose of this module is to equip students about personnel administration matters of the public sector and service. Students are expected to understand basic dynamic and foundations of personnel administration of South Africa.

I would like to extend a word of welcome to you as a student in this interesting module. I hope you will find the module both enriching and intellectually stimulating. The module 2CPA 594 is compiled to enable you to develop an understanding of the significance of theories as the building blocks of any science. The focus will be on theories relevant to Public Administration as a social science. The module will explain that Public Administration as a discipline is a species belonging to the genus Administration. The module will focus on the generic characteristics of a theory. Attention will be devoted to the practice of public administration which takes place within the theoretical frameworks developed over time. This module is an important contributor to the post graduate study as all the other modules will acknowledge the theoretical basis of the Discipline contained in 2CPA 594. As a student, you are expected to devote your time, effort, and energy towards grasping the theoretical and practical dimensions of the content and most importantly pass the module. Benjamin Franklin observes that “By failing to prepare, you are preparing to fail.” Do not hesitate to contact me with a view to obtain further information and clarity regarding the content of the module.

The module aims to provide the student with a basic understanding of the importance of local government, as specified within the Constitution of the Republic of South Africa, Act 108 of 1996. Local government’s role, activities as well as cooperation with other local authorities are addressed. Local government is the level of government created to bring government to the local populace and to give citizens a sense of participation in the political processes that influence their lives (Reddy, 1999). This module is a study of municipalities and how they function is a complex process covering a wide range of issues that are also going to be covered.

Welcome to 2PAD 101. This is an introductory course in Public Administration. At the end of this course, you will be able to understand the basic concepts of public administration discipline, the state institutions and political office bearers. The course will equip you with necessary knowledge to be able to advance to the next level and will set the foundation for further study.
