Essentially, good governance is the primary mission of the public sector. Effective policy management is a crucial component of good governance if the desired improvements in society are to be achieved. A thorough understanding of the nature, content, processes and outcomes of public policy is not only imperative for continually improving public sector governance, but also vital for establishing good public management on a daily basis. The ever-changing management environment makes Advance Public Personnel Administration one of the most exciting and dynamic field of study. During the course of this subject you will be made familiar with approaches to and issues surrounding public sector human capital management in South Africa. You will be equipped with knowledge and skills related to the management of individuals and teams in public institutions towards the delivery of goods and services as fulfilment on the responsibility of the state. Thomas Jefferson once argued that, “no duty the Executive had to perform was so trying as to put the right person in the right place”. As a student, you are expected to devote your time, effort and energy towards grasping the theoretical and practical dimensions of the content and most importantly pass the module. This module 2PLG 311 & 301 entails or serves to

• Provide knowledge to students on how the local sphere of government operates and how it is governed. The focus on local sphere of government is significant since it the sphere closest to the people amongst the three spheres namely local, provincial and national government.

• Enables students to understand the processes that are involved in governing municipalities in South Africa and legislations that are applicable and governing the local sphere of government.

• Municipal governance module is offered at third year level. It is a prerequisite to the Municipal Structures and Administration (CPLG 201) offered at second year level.

This module serves to enable learners to provide and develop knowledge, attitudes, and research skills within the context of Public Administration, whilst also developing an appreciation of Indigenous Knowledge within the area of research.  Students will be exposed to a wide range of issues and/or concepts in social science research methodology. In this course, they are expected to acquire relevant knowledge and basic skills needed to carry out a research project from problem identification, conceptualizing level formulating the statement of the research problem, etc. Various research methods will be discussed including quantitative and qualitative research methods.
